Shizuoka Gov. Heita Kawakatsu, third from right, inspects a seawall at Chubu Electric Power Co.’s Hamaoka nuclear plant in Omaezaki, Shizuoka Prefecture, on Wednesday.

Jiji PressOMAEZAKI, Shizuoka (Jiji Press) — Shizuoka Gov. Heita Kawakatsu checked safety measures at Chubu Electric Power Co.’s Hamaoka nuclear plant in the prefecture on Wednesday, with the operator aiming to restart the No. 3 and No. 4 reactors at the plant.

The two reactors are currently undergoing safety screenings by the Nuclear Regulation Authority.

Kawakatsu, who won a third four-year term as Shizuoka governor last June, visited the Hamaoka plant, located in Omaezaki, for the second time. He last visited in October 2011.

Speaking to reporters after Wednesday’s visit, Kawakatsu reiterated his view that the restart of the reactors is impossible, citing the inadequate capacity of pools for spent nuclear fuel as one of the reasons.

Still, he noted, “The level of safety seems to have drastically improved, with the completion of a fine seawall.”

He was accompanied by Chubu Electric President Satoru Katsuno during the plant visit, which covered the No. 4 reactor building, the emergency accident response center and the 2.4-kilometer seawall.
